Kacie Starr has worked as a civil litigation attorney in Texas since 2007. Over time, she saw unmet legal needs emerging within the public education system and decided to do something about it. She advocates for children with disabilities, helps parents navigate complicated federal education-related disability law, speaks up for teachers, and collaborates with school districts to create appropriate plans for their disabled students.
Under federal law, all children have the right to receive a free, appropriate, public education ("FAPE"). Parents, educators, and even school districts can struggle to navigate what FAPE looks like for disabled children. If you have a disabled child or suspect your child may have a disability, we can help you understand your rights and advocate for your child at school. If you are a teacher, we can speak up for you if you fear negative work consequences for speaking. If you are a district, we can help you understand your legal obligations.
Currently, Starr Education Advocacy operates on a pro bono basis in Comal ISD, only. We only accept a limited number of clients who need education-advocacy related services in public schools.
